The only condition to get the gold medal is to complete the mission in 3 minutes. It is possible without skipping the cutscenes.
Take the Baller parked nearby, chase Rocco and Gianni, and eliminate them.
After you leave the crime scene, Solomon will call Michael and invite him to his office. If you reject Solomon’s invitation, the mission will complete immediately. If you accept it, you’ll need to go back to the studio and get in his office.
Alternative Way
Right after the opening cutscene you can activate Michael’s special ability and kill Rocco and Gianni using a sniper rifle, rocket launcher, or railgun.
