Random Characters in GTA IV
Random characters are minor characters you can find around Liberty City. They provide you short missions, most of which are necessary for 100% completion of the game.

Badman is a side character who is a drug dealer and the boss of Little Jacob.
After completing the mission Shadow, you will unlock this Random Encounter. Note that this Encounter will always be available at any point in the game.
You will find him sitting on a bench north of Dukes Boulevard in East Island City.
After the cutscene, Badman will tell you to take him to a place to eliminate a Russian group that creates a problem for his drug business.
After going there, take cover, take a gun and start shooting them. If you have grenades, use them — this way, you will be able to take out all of them except the guy to the left of you.
After killing all of them, another cutscene will be shown, after which you will get a reward of $500.
Trivia
- This Encounter is very similar to Shadow. It shows Badman trusts Niko after that mission; hence he comes with him.
