You have to wait at least 7 in-game days for this encounter to pop up after completing the second encounter. After seven days, you have to meet Brian in Downtown Broker.
You then have to take him near Asparagus Avenue. After you take him there, you have to save him from the drug dealers. You can save him by killing the dealers or just by scaring them with a gun, or just hitting one of them will do the trick.
After that, you have to take him back to his place.
