You have to wait 3-4 in-game days for the encounter to pop up. After 3-4 days, the blue-human symbol will pop up near Niko’s old safehouse.
After the cutscene, you have to pick Brian up and take him to the place where the deal is taking place. After the deal is complete, you have to drop him back near the place where you met him.
