Walkthrough of the Fourth Ray’s Mission

At the beginning of the mission, you need to get a police boat. Go to the pier next to Asuka’s condo, there is always one. You can also take a boat in Callahan Point that prepared for you, but it will take more time.

Head to the specified point and watch a cutscene. Then start to pursue the target and fire upon him using the onboard machine guns. Be careful, on the way Ray’s partner will be dropping explosive barrels in the water in effort to stop you.

If you’ll not eliminate the target on the water, you will have to continue the chase overland. It will pretty risky because you’ll need to pursue the partner in Portland where the Mafia members are very dangerous now. The mission completes when the target is eliminated.

Trivia

• It’s not necessary to fire at the target with onboard machine guns. You can, for example, make two shots from a rocket launcher.
• If you allow the target to go ashore and eliminate him right after that, you can get a unique boat named Ghost, which can’t be found anywhere else in the game.
• Ray’s partner occasionally blows himself up with a grenade during the fishing cutscene. This leads to the automatic successful completion of the mission.
