Head to Luigi’s and park behind the taxi at a considerable distance. Wait until Curly Bob sits in the taxi and follow him, keeping a distance. Watch the spookometer — if it will be filled completely, the mission will be failed.
When the taxi will stop at the port and Bob will talk to Miguel and Catalina, prepare to kill him. He will try to escape but also fire a shotgun when you approach him. The best option is to hit him by a car. The car should be in good condition to withstand shotgun fire. When Curly Bob will be dead, the mission will be completed.
An Alternative Option
Grab any taxi and park it like shown in the screenshots below. If you did it right, Bob gets in your car, and you need only to take him to the port. The spookometer doesn’t appear in this case. Video: youtu.be/apSxc7Up6wE.
